It is hierarchical and rigid.
Its objectives are simple and limited.

7. Does not rely much on planning.
8. It resists organizational change.
9. Stress on directions from authority.
Conclusion:-
Though there is difference in public administration and Development administration, yet both are supplementary to each other. One cannot sustain in the absence of another.
